On May 24-25, 2023, the 2nd Eurasian Economic Forum was held in Moscow, the events of which were held within the framework of the Russian Federation's chairmanship of the EAEU bodies. The motto of the Forum is "Eurasian Integration in a Multipolar World".
The Forum was attended by more than 2,700 people and media representatives from Russia and 59 countries and territories. Among the officials were the heads of Russia, Belarus, Kazakhstan, Armenia, Kyrgyzstan, heads of industry ministries and departments. The Forum was visited by 13 heads of diplomatic corps, foreign delegations from 38 countries, more than 500 business representatives from about 400 companies.
The Forum's business program consisted of 35 sessions, the main topics of which were the most pressing issues of integration processes in the EAEU, defining integration directions for the period up to 2030, trade and economic cooperation of the participating countries with non-CIS countries, the Union's internal market, etc.
On May 24, 2023, a panel session "Creation of a Eurasian Reinsurance Company (Eurasia Re): Opportunities and Prospects" was held in the thematic block "European Conjugation", which was attended by the heads of the export credit agencies of Armenia (Export Insurance Agency of Armenia), Belarus (Eximgarant of Belarus), Kazakhstan (KazakhExport), Russia (EXIAR). Let us recall that on October 20, 2022, following many years of work by the parties, the heads of governent of the EAEU member states signed the Agreement on the establishment of the Eurasia Re. An overview of the history and concept of the creation of the Eurasia Re, its functionality, benefits for exporters and expectations was presented to the participants by Nikita Gusakov, General Director of JSC "EXIAR", Senior Vice President of JSC "Russian Export Center". He noted that the idea of creating a reinsurance company "was super right. In the current geopolitical situation, Eurasia Re is a critically important and necessary element of completing the financial and economic infrastructure that is needed in the EAEU space."
Henadzi Mitskevich, General Director of Eximgarant of Belarus, spoke about the specifics and current challenges of the insurance and reinsurance market of the Republic of Belarus, and the benefits for Belarusian business that are opening up in connection with the creation of the Eurasia Re. "The difficult recent years, especially for Belarus and Russia, have caused a search for new financial and non-financial instruments to support national exporters. These are issues of import substitution, cooperation and, naturally, the need to involve all financial institutions supporting exports. Unfortunately, there is not enough capacity for export insurance companies in Belarus today, which is one of the brakes to providing large-scale financial support to exporting enterprises. Over the past two years alone, Eximgarant of Belarus has provided insurance support to exporters in the amount of more than 2 billion US dollars in equivalent. 85% of export credit insurance transactions are carried out in national currencies, that is, in Belarusian and Russian rubles. 81% of the volume of insurance coverage of Belarusian exports falls on the EAEU countries."
The key event of the 2nd Eurasian Economic Forum was the plenary session, which was attended by the President of the Russian Federation Vladimir Putin, the President of the Republic of Belarus Alexander Lukashenko, the President of the Republic of Kazakhstan Kassym-Jomart Tokayev, the President of the Kyrgyz Republic Sadyr Japarov, the Vice Prime Minister of the Republic of Armenia Mher Grigoryan, the Chairman of the Board of the Eurasian Economic Commission Mikhail Myasnikovich. During the speeches, the President of the Russian Federation Vladimir Putin and the President of the EAEU Business Council, the moderator of the session Alexander Shokhin emphasized the importance of launching such an important project for the Union member countries as the Eurasian Reinsurance Company, which will allow more active capital investment in the markets of the Union and other states.
