Credit insurance for export loans to non-residents against the risk of default and/or arrears

Financial support for exports is implemented within the framework of Decree No. 534 of the President of the Republic of Belarus dated August 25, 2006, through financing provided by:

1. Development Bank of the Republic of Belarus and commercial banks (Resolution No. 249 of April 23, 2021):

To resident entities (excluding leasing companies) for the production of goods included in the list (Resolution of the Council of Ministers of the Republic of Belarus No. 262 dated May 5, 2021) and other goods (works, services) for their subsequent export sale (Insurance of the risk of non-repayment of export credit extended to resident entities);
To resident entities (excluding leasing companies) (hereinafter referred to as «producer organizations») for the production of goods included in the list established by the Council of Ministers of the Republic of Belarus (hereinafter referred to as «goods included in the list»), and other goods (works, services) and their subsequent sale:

To resident entities authorized to sell goods included in the list and other goods (works, services) of producer organizations, or to participants of the holding company that includes the producer organizations (hereinafter referred to as “selling organizations”), for the subsequent sale of goods included in the list and other goods (works, services) to entities that are not residents;
To entities that are not residents, based on agency agreements, commission agreements, and other similar civil law agreements concluded with the selling organizations;

To selling organizations for the sale to entities that are not residents of goods included in the list and other goods (works, services):

Acquired by the selling organizations from the producer organizations;
Received by the selling organizations under agency agreements, commission agreements, and other similar civil law agreements concluded with the producer organizations.

To entities that are not residents (excluding foreign banks) for the payment of goods included in the list and other goods (works, services) sold (being sold) by resident entities of the Republic of Belarus (Credit to the Importer);

2. Development Bank of the Republic of Belarus

To leasing companies – resident entities of the Republic of Belarus – for the acquisition from residents of goods included in the list and other goods, for their transfer under lease or sale to non-resident entities (Insurance of the risk of non-repayment of export credit extended to resident entities);
To entities that are not residents, for the payment of customs duties (taxes, fees, tariffs) in the country of import of goods;
To entities that are not residents for the payment of goods included in the list and other goods, sold (being sold) by non-resident entities (Credit to the Buyer[ЧМИ4] );
To foreign banks for financing the payment by non-resident entities for goods included in the list and other goods (works, services) sold by Belarusian exporters; for payment of customs duties (taxes, fees, tariffs) in the country of import; for payment by non-resident entities for goods included in the list and other goods sold (being sold) by non-resident entities;
To residents, including leasing companies, non-resident entities, and foreign banks, for the reimbursement to Development Bank of the Republic of Belarus of insurance premiums under export risk insurance contracts with state support, concluded when Development Bank of the Republic of Belarus provides export credits.
