Financial support for exporters

Under the Presidential Decree of the Republic of Belarus No. 534 dated August 25, 2006, exporters can finance their export deliveries through:

• Obtaining export credit facilities from the Development Bank of the Republic of Belarus and a range of commercial banks operating within the country. (Reference: Resolution of the Council of Ministers of the Republic of Belarus No. 249 dated April 23, 2021, or a list of participating banks).
• Factoring (assignment of receivables) for export contracts is available through any commercial bank in the country

Financing is carried out at rates in accordance with Resolution of the Council of Ministers of the Republic of Belarus No. 495 dated September 11, 2025 "On Amendments to Resolutions of the Council of Ministers of the Republic of Belarus No. 262 dated May 5, 2021 and No. 58 dated January 24, 2023". Financing is carried out in the amount of up to 100% of the export contract value for short-term export credits and 85 % of the export contract value for long-term export credits.
